Mayor post: Vijayalakshmi's citizenship under scrutiny:
hyderabad: Even as the Telangana Rashtra Samithi (TRS) basks in victory after the just-concluded GHMC polls, the mayoral race has gathered steam with contenders lobbying hard for the post.
With the main contender Vijayalakshmi happening to be TRS party secretary general Keshav Rao's daughter, the mayor election has landed the veteran leader in a piquant situation as her candidature has been questioned by a section of TRS leaders on grounds of her citizenship.
Vijayalakshmi was an American citizen till 2004 before she came to India after her 26-year stay in the USA.An original resident of India, she obtained the US green card in 1988 after she got married and settled there. Later, she took American citizenship in 1999, which she gave up before coming back to India and obtained Indian citizenship in 2009.
"There may be certain technical issues which need to be addressed in relation to the candidature in the mayor election. I hope the election process would be smooth," said senior TRS leader and MLC Palla Rajeswar Reddy .According to Section 5 of Citi zenship Act-1955, a person, who was originally an Indian citizen and became a foreign citizen, must stay in India at least for five years before applying for the citizenship again.
While Vijayalakshmi obtained Indian citizenship in December 2009, her detractors are preparing to rake up this issue in case she is selected for mayor post.
On her part, Vijayalashmi said she was eligible to hold any constitutional position, including that of the mayor since she was the citizen as on January 12, 2016, when the nomination process for the GHMC elections started.
"The rules say , I have to be in India at least for five years before applying for the citizenship again, which I have fulfilled. I am eligible to be mayor since I am an elected councillor ," Vijayalakshmi told TOI.
Seeking to keep himself off from the controversy , Bonthu Ramomohan said he would abide by the decision of chief minister K Chandrasekhar Rao and his son and IT minister K Taraka Rama Rao.
Several challenges ahead for new GHMC corporators:
Hyderabad: Two days after the high-voltage battle for the Greater Hyderabad Municipal Corporation (GHMC) concluded, civil societies and denizens are now worried about the performance of the new corporators who would represent the people and air their grievances in the council.
During the term of the previous council which ended in the month of December, two years ago, major tussles between the bureaucracy and the elected representatives, ensured and all the civic maintenance works came to a standstill.
It maybe recalled that the tussle began between former mayor Majid Hussain and former civic chief Somesh Kumar, when the latter had declared as many as eight roads (Road No 1, 2, 12 of Banjara Hills), Road No 36 and 92 of Jubilee Hills, Khairatabad main road, Begumpet road and Secretariat road would be converted into litter-free areas.
"At the time we had tried to speak to the commissioner to ensure that the entire city be converted into a litter-free zone, not just these roads. As a part of GHMC we could not choose to be selective as to what can be construed as litter-free," said Majid Hussain, who was recently elected as the corporator from Mehdipatnam.
Apart from proclaiming these roads to be litter free, officials announced that those who throw garbage on these roads would be punished and fines ranging from Rs 500 to Rs 10,000 would be imposed on repeat offenders. The corporation also announced that it would initiate criminal prosecution against serious and habitual violators. Ironically, despite these tall claims of filing cases and pressing for criminal cases, nothing seems to have taken off. "We were told that our area would be a litter free zone. But, the ground reality is far from it. We have a dump so close to our house, we are faced with serious health hazards," said B Anand, a resident of Banjara Hills Road No 12
However, the matter was not just limited to keeping the roads clean, there was callousness rife even when it came to implementing the civic works as represented the corporators.
"Despite giving representations and sending proposals to GHMC commissioner Somesh Kumar, our works were never grounded. Especially, before the term of the council ended, the officials were engrossed in celebrations for Bonalu, Bathukamma and the World Metropolis Meet," said Singi Reddy Srinivas Reddy, a corporator.
In a bid to circumvent the delay in sanctions or approvals, the corporators were all presented with a budget of Rs 2 crore and Rs 1.5 crore, for peripheral areas and core areas annually respectively. However, they allege that only 720 works were grounded during the course of their tenure.
Meanwhile, while the council members and the bureaucracy continue to play the blame game denizens claim that their grouse continues to go unattended.
"We have been pestering the officers to take care of pest menace in the Anandbagh and Safilguda area, but they continue to ignore our complaints. There are many people in the area who aere at risk of contracting a vector borne disease," rued Suresh Kumar, a resident of East Anandbagh.
Nigerian team in city to probe student attack:
Hyderabad: Two days after three Nigerian students were involved in a brawl with locals at Paramount Colony, Tolichowki, the High Commission of the Federal Republic of Nigeria (HCFRN) has rushed a fact-finding team to the city to get first-hand information on the attack and take stock of the security situation for its nationals in Hyderabad.
HCFRN first secretary Abdullahi Yahuza arrived in the city on Saturday and met Nigerian nationals here on Sunday to gather details about the incident that took place at Paramount Colony. Abdullahi also went to the Banjara Hills police station and spoke to police about the action taken and enquired about the incident. He also spoke separately to the victim, Orolabe Ibidola, a B Sc student of St Mary's Degree College, Yousufguda.
"I came to Hyderabad for fact finding on the instructions of my High Commission about the assault incident and also about the security of Nigerian nationals. I spoke to police about the action taken. Since there was an attack in Bengaluru (on a Tanzania national) and now in Hyderabad, I came to check the security situation of Nigerian children,'' Abdullahi told TOI at Lamakaan in Banjara Hills on Sunday, where he had convened a meeting with some Nigerian nationals. To a specific query on whether Thursday's assault was a 'racist attack', the diplomat refused to comment and said he was not authorised to give any statement and only the Nigerian high commissioner in New Delhi could clarify on it. He is likely to fly back to Delhi on Monday and apprise the high commissioner on the incident.
However, the Hyderabad police had denied that the Paramount incident was a "racist attack" and dubbed it as a brawl between a few Nigerian students and locals. It is learnt that police communicated the same to Abdullahi and denied the victim's claim of a racist attack.
Meanwhile, members of African Students' Association (ASA) are planning to meet Hyderabad police commissioner M Mahendar Reddy to put in place a mechanism wherein African nationals could liaise with police whenever they come across any suspicious behaviour among their compatriots.
"We will meet the police chief and request him to create a mechanism for cooperation between police and the African community, which will help police in getting alerts on any illegal activities among their community members,'' Emmanuel Omurunga, chairman ASA, Telangana chapter, told TOI.
